I’m guessing it’s for SEO reasons, like spreading sites across different IPs and ideally different “C” classes (/24 blocks), though that’s a pretty outdated tactic.
Good luck with that; hosting providers are cutting back on dedicated IPs for shared hosting. Costs are up for new IP blocks, and organizations like APNIC are strict about allocations. In most cases, you really don’t need dedicated IPs unless it’s for specific VPS needs.

You probably don’t need 10-20 IPv4 addresses. If you find a host that provides that many, it might be worth reviewing if they’re following responsible address space usage.
If you’re looking for that many IPs, I assume it’s for reseller hosting? Let us know if you find a company that offers that many dedicated IPs!
You likely only need a few IP addresses, like 2 for DNS. Today’s setups don’t require that many dedicated IPs.

You don’t even need 2 IPs for DNS. You can use one IP with two NS entries, although some registrars may still require two separate names.

Actually, just different names—NS1 and NS2 are enough.
